The Nvidia Royalty Trap Nobody Wanted
The 25% US government take on Nvidia chip sales to domestic entities is backfiring in ways Trump’s team probably didn’t anticipate. The proposal attempts to fund domestic AI infrastructure investment through a revenue share, but economists across the spectrum say it’s the wrong lever in the wrong place. It discourages US companies from buying US chips, creates arbitrage opportunities for grey-market imports, and opens the door for China to demand reciprocal access to restricted technology in exchange for market access.
The unstated logic is clear: the US government sees chip scarcity as the constraint it can control, so it’s trying to extract value from that bottleneck. But this assumes other countries won’t also see the same bottleneck and act accordingly. China could tomorrow propose that any Nvidia shipments to China include a licensing fee that funds Chinese chip development. The precedent Trump is setting doesn’t protect American dominance. It legitimizes competition for control of the infrastructure layer.
What this really exposes is the administration’s conflation of military security with economic advantage. Restricting Nvidia access to China is justifiable as defense policy. Taxing Nvidia sales domestically is venture capital policy wearing a security mask. The two require different justifications, and mixing them corrodes the legitimacy of both.
India’s Copyright Royalty Model Rewrites AI Training Economics
India’s proposal to establish a government-managed royalty system for AI training data represents the first attempt by a major market to price the previously free labor of human creativity. Any AI company that wants access to Indian talent, Indian data, and Indian markets will need to function within this framework. This doesn’t stay in India. It becomes the baseline expectation globally within three years.
